They have mandatory recycling in my town, and on more than one occasion city refuse trucks have been caught burying the recycled refuse in the landfill.
There must be federal grant money somewhere that causes this kind of nonsense.

Yes, there is grant $$$. Most private waste disposal companies lose $$$ on recycling and fold the loss into general waste disposal. The more folks recycle, the higher everyone's trash bill goes. The market for recycled material just isn't there. The next step (which I am sure we'll hear about) would be for the govt to force companies to use recycled material for certain products.

I don’t know about any government grant, but there’s a lot of money to be made in the recyclable market. Laidlaw picks up many a city’s garbage and takes the garbage into their plants and separates it. Only about 10% goes into a landfill with the rest being recycled.
