Lets see; four inconspicuous bussloads just drive up and unload, and all go to the poll, and no one asks for a name or I.D.,, or anything, and they just go in and vote? What planet is this taking place on?
Though Obama folks did something very like this in the Iowa Democrat caucus. If you have a polling place and the Democrat poll personnel are in cahoots with folks bringing in busloads of people, they could give them Democrat ballots since it was expected that some Democrat voting may be light. If no one comes to vote, a ballot gets cast for the Democrat. If someone comes in to vote, well, there was a "mistake" and he's given a provisional ballot. Duplicates can be weeded out while those who never bothered to show up still get their votes cast for Walker's opponent and there's no one to complain.

Not sure how it works in WI but in VA, every ballot, paper or electronic, has to be accounted for before the results are signed off on and called in to the electoral board.

In Ohio in 2008 young adults from other states occupied rental properties in Columbus, claimed to be attending The OSU and voted for Obama.
I seriously doubt they were ever prosecuted.
I wonder how close that election was, if all the fraudulent votes were eliminated. It would interesting to know but I expect Obama issued an Executive Order locking up all the ballots, or else he had a big bonfire in a fireplace in the WH during one of his Wednesday cocktail parties.
