Chavez has gangs of street mobs with which to carry out his edicts (legal or otherwise). Ever since Jimmy C validated a stolen election in the early 2Ks Venezuela has been in a death spiral. This is just another sign.
Of course once the O got elected he immediately sucked up to Chavez.
