My pet theory? but 1st from background...

* IMHO Thad is Republican 1st, Tea Partiers are not as hot on him as before, but wouldn't do something like this.
* An incompetent employee? perhaps...
* A screw up in Lansing, perhaps, but the SOS is a firm Conservative...

My theory this is a dirty DNC mole trick to suck up GOP energy and resources. They must have some internals for Stabenow that are horrible (and / or for Obama ) , they need us to spin our wheels, and get bad airplay.
