They may ultimately mean more base closures and there have been rumblings from Republicans that schools on military bases may be cut.

All of which is to say that the Obama campaign might see a target of opportunity in the military vote,

Only in their delusional version of reality does such "logic" of cutting throats and then perceiving that as an "opportunity" to gather votes make sense.

It shouldn’t be a complete mystery. People who join don’t shed their ethnicities upon serving. Asians, Blacks and Hispanics account for about 35% of the military. These tend to vote Democratic. Then there’s the usual contingent of white liberals who enlist.
