Who is going to enforce it? The military? Won’t happen? The NBPP? We heard this during Clinton and Bush43. Obama might take some china and destroy a few computers on the way out, like the Clintons did, but there isn’t going to be martial law. That’s just crazy talk.

I wonder why they feel compelled to order HOLLOW POINTS when the Law of Armed Conflict (Rules of War - DoDD 5100.77, DoD Law of War Program) specifically prohibits them? If this ammo is illegal to use in a war against other sovereign enemies, who exactly is this ammo being manufactured to use against?

Well, lemme see here. There are approximately 90 million US citizen gun owners. How large an army can the above agencies field? I'll bet it's not even 100,000.
And do you really believe that there wouldn't be any mutiny in the ranks, should they be ordered to begin wholesale operations against their own citizens?
I'll bet there'd be lots of it. Defections too, once they began to be overwhelmed by the sheer number of armed citizens fighting back.
