I don’t understand how any of these claims can be taken seriously when congress hasn’t passed a budget since this kid took office.

Well, Pelosi and Reid did pass ONE of Obama's budgets:

They then CHOSE not to vote on a budget in 2010 due to the already grim 2010 election outlook.
