I just noticed, this passed back in 2009. Obviously, it passed by a veto-proof majority.

Yeah, and the rats only lost 2 seats in the state house to make it 43-8 and gained 1 in the State Senate which now has just 1 Republican.
I can’t find out if the Jewish Lingle vetoed this and they overrode her veto or whether she signed it.
