This was filmed in Elgin, Illinois about 40 miles from Chicago. I assume it's for the NATO summit this week as a security measure.

Airspace restrictions begin around downtown Chicago, ending on Monday.
Road closings and pedestrian restrictions around McCormick Place go into effect, ending Monday at rush hour.
Parking restrictions go in effect around Chicago Cultural Center, 78 E Washington Street.
Metra Electric line begins skipping 5 stops. Passengers at all stops are subject to delays due to enhanced passenger screening.

Oddly enough it might be because we send unmanned drones into foreign countries to kill terrorists.
It is called a ‘chilling’ effect to then springboard off that psychological knowledge and terrorize your own people with unmanned drones that can potentially be armed to murder you.
Oh and PS:
What was that order not so long ago about being able to detain citizens indefinately ... I think it got signed Jan. 1st, 2012?
Because putting manned air assets are both expensive and visible, and targetable for that matter. Also, human crews can be up in the air for far less time. There is also the human decision and chain-of-command element that brings a certain accountability in one fashion or another.
Drones? Cheap, nearly invisible, can be built as small as a fly and be in the air for an indeterminate amount of time. Some pimply face geek with a joystick in Colorado can kill you in Massachusetts.
It’s going to come to a day when they won’t take you out with a hellfire missle, it’ll will just be some little fly-drone full of undetectable poison that alights and sticks you, and you’re dead. Build a swarm and you can take out any resistance in minutes.
You need to be afraid.
During NATO my guess would they'd be 'launched' from Midway Airport with an empty Hanger 'commandeered' as a Flight Control Center (Or just grabbed by The Rahmfather and given to the FedGov).
Note: Not that I advocate, advise or approve of what's recently been said about shooting these spy drones down -- but -- it shows why one 'may' need a long rifle in your Gun Locker. ARs, AKs, and Carbines are fine but when you need to 'reach out and touch someone something' a longer barreled rifle is req'd. A Rem 700 to an 'old' Mosin-Nagant, or 8mm Mauser (Yugo or German 98K) can be for more than Deer, Black Bear, or Elk. (just sayin')
A .50 Cal would be definite overkill :-)

The 126th Air Refueling Wing ILANG went to Scott AFB
The 217th EIS ILANG went to Springfield
the 264th CBCS ILANG went to Peoria (my old unit)
There was also an AF Band unit and a Army Reserve (NG?) MP Unit stationed on that corner of O’Hare. I have no idea what happened to those.

I don’t like the idea of these things at all. They are much different from police chopper, because police chopper makes a lot of noise and you know it’s there. If the wife and I are in the back yard late at night, I don’t want some night vision guy peeking at us from a silent drone high in the sky. I expect my privacy and will seek to defend it.

Take a look at his other videos. MisterBees also thinks that three aircraft following each on an obvious upper air route is something to shout about!
The FAA only allows drones that weigh 4.4 pounds to fly in civilian airspace, line of sight of the operator and not over 400 feet and also not within 5 miles of an airport.
