To hear the ‘Rats one would think there is a large homebody population that never gets out to perform any transaction needing photo identification — except to vote.

I think what your'e describing is a secure national ID. I'd guess the US is the only first-world country that does not have it.

Last time I went to the polls in WI (last month)nobody asked for an ID. I told them my name, they looked it up in the book with registered voters names in it. What really bothered me was that they wrote a number next to my name in the book, then wrote the same number on my ballot. I thought that elections were supposed to be by secret ballot.

If Demwits have to present photo IDs, two out of three of them will be pictures of corpses. Demwits always field more voters than there are residents in their districts, and everybody knows it.

What penalties for voter fraud?

Penalties may be on the books, but The Demwits, who haven't won an election honestly since the 50's, never suffer them.

Year after year, they cheat and sue their way into office, and not one of then ever pays the price for their crimes.
