Hadn’t Palin already declared she wasn’t running before Perry came in?

I may be wrong but the two events were very close together. I doubt it had much to do with her decision.

It's hard to speculate as to what Palin was thinking. I never felt she was going to enter the race, she had already been trashed by the MSM, the Dems and the GOP-E, and her running for president would have triggered a slime avalanche that would have made all that past abuse seem tame by comparison.

And she has a great gig now. Who in their right mind would have entered the race under those circumstances?

It wouldn't surprise me, though, to think that Perry entering the race probably was a factor in her not running, just not a deciding one.
