Due to historical reasons, China and India are sensitive toward each other. But objectively speaking, China does not spend much time guarding against India, while India focuses a lot of attention on China.
This statement is pretty ludicrous, given that China's massive military build-up targets a vital Indian sea lane (the South China Sea) and the military assets being accumulated are obviously fungible in the sense that they can be deployed against Indian forces or indeed, any country that stands in the way of Chinese territorial ambitions.
