Under certain recent laws, it is illegal for Americans to have relations with someone under 18 overseas even if the age of consent in that country is much lower.

Columbia, age of consent of 14, although for 14 thru 18, the guy can be prosecuted if consent was obtained by "deceit".
I guess promising a larger fee than delivered would qualify as deceit.
