The last I heard I believe that does not matter. The foreign country may not have a problem with it but if it's pedofilia I thought I had heard the US citizen could still be prosecuted in the US.

There may be particular conditions on this such as whether or not the arrangement to meet or the plan to go to the foreign country and molest underage kids was hatched in the US before actually going.

In some countries their law for those who are young but considered "legal" is there can be a crime if the older person is in a "POSITION OF AUTHORITY" or "POWER"
