OK...I was wrong (if MSNBC is to be believed) about the “legal” status. Nevertheless, there are elements of his campaign still active in soliciting funds, and Rick remains on the ballot in any number of remaining states. He’s not actively campaigning, but nor has he shut down his operation completely, and will no doubt, still receive at least a small number of votes (just like Bachmann and Perry have been getting). Not sure why you think “suspended” is such a poor description when it has not in fact, been “ended” or “terminated”.
It's a poor description because its deliberately inaccurate. Santorum was running for president. That's what his "campaign" was about. He is no longer running which can only mean the campaign is over. Not closing out the campaign with the FEC to pay off bills or whatever is irrelevant.
