About a dozen people including me have already pointed out that the 9mm is typically .355, not .356.
If you are shooting 2 inch groups with open sights on a mini-14, then Ruger needs to sign you up as an exhibition shooter. Either that or pay you several thousand dollars for the rifle so they can study it.

Cast lead 9mm bullets, which I use in 95% of my pistol reloading and shooting are sized .356. Jacketed bullets are generally .355.
Find out what your rifle likes, roll your own, use a good rest, like a Ransom and it’s not that difficult.
