I guess his choices were A) Attack or B) tell them as long as they aren’t for bombing Israel, it’ll be okay.

US policy that has been around since the non-proliferation treaty is that any nation that signs the treaty is entitled to civilian use of nukes. This includes Iran.
This didn't start with Obama.
Those nations that haven't signed the treaty but are thought to have nuke weapons are India, Pakistan, Israel, and North Korea.
Do you think Iran’s nuke program is for civilian use only?
Did you know that Iran has had medical nukes for a long time?
Medical nuclear material is far less dangerous than weapons grade.
