Scott Brown on National Right-to-Carry Legislation

Thank you for contacting me regarding the National Right-To-Carry Reciprocity Act (H.R. 822). I value your input and strive to keep you updated on the important issues facing us today.

On February 18, 2011, Representative Cliff Stearns introduced the National Right-To-Carry Reciprocity Act. This legislation would allow any person with a valid state-issued permit to carry a concealed firearm in any state that issues concealed firearm permits, or that does not prohibit the carrying of concealed firearms.

As you may know, I support the individual right to keep and bear arms as guaranteed by the Second Amendment to the U.S. Constitution. I also believe that individual states should be allowed to decide what constitutes safe and responsible gun ownership so long as it does not violate that basic constitutional right.

Under the proposed House legislation, a national concealed carry reciprocity amendment would obligate states like Massachusetts to recognize the concealed carry permits of other states, even if the bearer of that permit does not meet the requirements established by Massachusetts to receive such a concealed carry permit. I believe that the people of Massachusetts are best positioned to decide what is best for Massachusetts. Therefore, if H.R. 822 or similar legislation comes before the Senate, I will vote no.

Should anyone expect any better from the other Masshole who’s presently aspiring to an even higher office?

As a Bay State native who’s been a Texas resident since 1984, I tell folks around here that Massachusetts hasn’t produced a true conservative since the last Ice Age, regardless of which letter in parentheses follows their name...

I'll helpfully refer you to the Full Faith and Credit Clause of the US Constitution. If Massachutsets has to honor the drivers licenses of other states and Massachutsets expects Texas to honor their phony "gay" marriage licenses then MA has to honor Florida CCW permits.

Beg to differ sir, and THANK YOU for voting for him. He deserved the seat for the comment ‘It is the People’s seat’, and he did give the Democrats much pain . . . for a while. That said, he has probably served his purpose at this point, and certainly hasn’t given much reason to re-elect him. I won’t be donating to him this time either.

The difference between a Democrat and many, if not most, Northeastern Republicans is the degree of their liberalism. Often, the difference is barely noticeable.

Congress does not have a general police power to override state laws on CCW. If they pass this law, CCW in New Hampshire will become much more difficult to obtain.

The only area they have this type of jurisdiction is in the District of Columbia, and they specifically did not include DC in this unconstitutional law.

I was caught last year in a flash mob at the National Zoo, and let me tell you, DC is one place where CCW is an absolute necessity.

Encourage Congress to establish CCW in DC, and keep their nose out of state’s business.

Falls under the “full faith and credit” clause. Both states issue a permit for the same activity, both states respect the other’s permit as equally valid, trusting that whatever one state’s certification process is, the other state has a comparable process wherein if someone is so permitted in one state it is presumed they’d get the permit in the other state as well. If you’re driving your wife in another state, the legitimacy of both your driver’s permit and marriage is not questioned in that state (though grounds for getting permission for either may be arguably and substantially different). Likewise if you have a carry permit from one state, another shall presume you are not a disallowed criminal and are competent in its use, despite whatever barriers either state throws up against licensing.

I guess they won't recognize your marriage if you were not married in Massachusetts too.

I guess they don't let you drive in Massachusetts if you don't have an MA driver's license.

I guess they won't recognize any warrant from another state if you flee there from another state.

They may not have to honoor the MA gay marriages. Lots of the state laws explicitly say they will not recognize any gay marriages or anything akin to gay marriages (gay marriage by another name), period. And they haven’t been overturned. WI has such a clause in our law.

The biggest mistake the citizens of this country has made was to allow the government their first alteration of the Constitution thus resulting in allowing the government to enter into and take control of a degree of our daily lives.
Today the government uses all of those additional individually restrictive laws the elite's have inserted to further erode the Constitution's original intent of protecting individual freedoms and to constrain intrusion from the government.

We already have a national right to carry. It’s recognized in the Second Amendment. The problem is that not enough of us simply refuse to be denied our God-given rights.
