Indiana’s Governor Mitch Daniels shepherded the nation’s largest school voucher program throught the state legislature and everyone on this board considers him a Rino; Jindal does the same with a much smaller program and receives conservative kudos.
Pretty obviously, it’s more than their position on school vouchers that determines whether they are a RINO.
A big government republican can get things right, you know.

Daniels is not a RINO and I don’t think anyone denies he is a strong fiscal conservatives. I think some people take issue with his stance that we ignore social issues and some are a little skeptical that the GOPe seems to be trying to push him. Jindal, on the other hand, is clearly not a GOPe guy; in fact, I believe he is the only republican currently in office with NATIONAL name recognition that has not endorsed Romney (correct me if I’m wrong). Jindal is clearly independent, not so clear with Daniels.
