Prosecutors aren't in the business of passing on winnable cases.

Yep. And an impatient agitator (Crump) took advantage of the media's proclivity.

Florida's legislature has done a good job of protecting the people. Police officers get a different sort of immunity, but they (the state) can be sued so the case is heard in court. But more evidence is necessary to justify dragging an average citizen in on a "self defense charge." Plus, the state is liable to the citizen from bringing unwarranted charges. The "stifle the Nifongs" clause.
