Not this again! They are not buying 450 million rounds. It is basically an open contract. When they need rounds they can order them from this vendor. It is like the vendor is preapproved contractor for selling bullets to DHS.

Even if they were buying that many rounds. Split up between every DHS employee, it probably would not cover their training. The army probably buys billions of bullets each year.

Army “employees” do not usually qualify with weapons. Soldiers do but the civilian employees and contractors usually do not. How many DHSers are weapons carriers?

In 22 years in the Army Reserve the only time the Army ever issued me live ammo other than at a range (where handgun qualification consisted of a mere 50 rounds) was when I was on duty guarding ammunition bunkers. Later as an Army contractor I was never issued any weapon or ammunition.

As a DOD and a Department of the Air Force employee in the Pentagon I never touched a weapon.

DHS purchases of this scale while the Army is being cut and suffering ammunition shortages does merit a raised eyebrow.
