This is reckless in the extreme, to the point that people who were not involved have been put in great fear of their own safety. I will use a bad example, but it would be like a man spraying a crowd with bullets and claiming that he didn't have the intent to hurt anyone. The courts would dismiss that by saying that while he didn't have a specific intent to hurt any given person, the action was so depraved and reckless that it was guaranteed that SOMEONE could suffer great bodily injury or death.
There are so many Federal laws that can be violated by using the internet that Lee might have violated some and should be prosecuted if he has.
