In legal parlance I believe it is called an "admission against interest."
If the above is true, Bill Clinton is admitting something that is against the interest of his party.
It was Hillary’s people who started the whole birther thing.

The Dems know it (he’s not eligible). The Repubs know it, even Hollywood and Fox knows it. I’m breathless at times when I watch our country go in this direction. I have to withdraw for a time because I feel so useless and helpless to do anything. I actually get panic attacks after reading about this massive cover-up. This AM, I listened to Adrea Shea King’s interview with Ann Barnhardt. I became physically ill. I suppose I’m torturing myself.
During the last presidential campaign, in August, 2008, Bill Clinton was asked if he thought Obama was qualified to be president.
Clinton's rather odd, cryptic reply:
"The constitution sets qualification for the president. And then the people decide who they think would be the better president."
Bill Clinton made this reference to the Constitution shortly after America's latest fad, the "community organizer" from Chicago, popped up out of nowhere and stole his wife's destiny by winning, in rather sleazy fashion including the shameless playing of "the race card", the Democrat nomination for President.
It has been my opinion since that time that the Clintons know something, and that it was they who quite deliberately fanned the flames of controversy over Obama's birth. Remember, it was a prominent Hillary Clinton supporter, Philadelphia lawyer Philip Berg, who launched *the first* Obama eligibility lawsuit. That lawsuit was filed in August of 2008, shortly after Bill Clinton made the curious reference to the Constitution when asked if he thought Obama was qualified to be President. Coincidental timing? Sure it was.
I think there is a faction in the Democrat party that knows all about Obama’s eligibility issues and other dirty little secrets but they want the blowback from taking him out to destroy the Republican party. In other words, a win-win for them.
I'll try and locate the video if it is available. It might have been from the interview mentioned at #34, though I'm almost certain Clinton used those exact words.

People. listen to the interview if you haven’t before. It’s about 15 mins and worth your time. You may know these things about Obama before but to hear an ex liberal Hollywood filmmaker say them, when Breitbart’s blood is still fresh on the sidewalk, just wow.
What are we going to do? Our enemies are running things. Life doesn’t matter to them. Wouldn’t you love to see the footage of those women from Trinity?? Of course I’d hope they would be shipped to another country first for their own safety.
