This EO is essentially identical to an EO issued regularly by presidents. Bush issued this twice in his 8 years.
The EO had to be updated because it referenced FEMA as a separate agency, and it is now part of the DHS, so the EO was re-written to provide powers to the DHS instead. (Isn’t it weird that we have a DHS and a DHHS? Or are they both called DHS? - Department of Homeland Security, Department of Health and Human Services).
Feel free now to bad to the ranting and histrionics. I’m sure Obama slipped SOMETHING into this that we can get worked up about.
