I see it as an avenue to dramatically reduce gas prices just prior to the elections for vote bartering.

Obama works to get gas at $10 a gallon nationwide but then a week before the electing he drops it by using the provisions of this bill to $1.99 a gallon trumping everyone.

And the day after he is sworn in it reverts back.

You made an unwarranted assumption. From the fact he gets reelected, it does not necessarily follow he will be sworn into a second term
