I’m not up on what can and cannot be done by Executive Order but I’m pretty damn sure this is a ‘cannot’.

Congress has not stopped any of the kenyan’s extra and contra Constitutional acts, such as the recess appointments while Congress is still in session. Congress has already acceded to the New Order.

Already been through this earlier today. This is nothing but a directive to the respective federal agencies to get a plan together, or update an outdated plan (see Executive Orders 11000 - 11005 to understand) to prepare for the possibility of a majorly huge national disaster.
