"La Raza" is a Mexican concept, invented by Vasconcelos to describe the "cosmic race" that was the Mestizo (mixed white and Amerindian).

Come down to Miami sometime and you will see plenty of white Katin Americans.

Hispanic as a racial category only exists in the United States, is not taken seriously in the rest of the world. Being that Latin America is multiracial, folks in the respective countries refer to themselves by a variety of racial categories, including white.
