I think I found such here..... a good example of the exemption. (albeit a VA permit question, a good explanation of the rule by ATF.

Key to the exemption seems to be if the permit issued requires a “background check” before issued. for those states that do not do a background check before issue or open carry seems that the GFSZA still may be a “gotcha” in the gazillion BS laws on the books......
