Chief U.S. District Judge Richard Cebull apologized Wednesday for sending a racist email about President Obama from his office to a few friends.
"To say it's inappropriate and stupid is an extreme understatement," Cebull said Wednesday afternoon in his courthouse chambers in Billings.
"There is no doubt it's racist. It wasn't forwarded for that purpose," Cebull said. "If anything, it was political."
The judge admitted he forwarded the racially charged email he received to seven friends, including his brother, on Feb. 20 from his office computer.
The email eventually was forwarded to the Great Falls Tribune, which published it Wednesday. The Tribune said the email text read as follows:
"Normally I don't send or forward a lot of these, but even by my standards, it was a bit touching. I want all of my friends to feel what I felt when I read this. Hope it touches your heart like it did mine.
"A little boy said to his mother, 'Mommy, how come I'm black and you're white?' His mother replied, 'Don't even go there Barack! From what I can remember about that party, you're lucky you don't bark!'"
Cebull took responsibility, calling it "a hard lesson to learn. I apologize."
The judge said he is not a racist although he acknowledged people will think that because of the email.

The racist element of the joke is, a white woman who has sex with a black man will also have sex with a dog. Miscegenation and bestiality are in the same category, in other words.
No, it was racist—with the implication that having a child fathered by a black man is just a step above a child of beastiality.

The implication is that she was so drugged/drunk that she had no idea what she was doing, which was the point of the “bark” comment. In other words, there was no deep “why” to his question about his “blackness”, it was just something random.
The joke wasn’t racist, unless being nasty about Obamalini’s mother is now to be deemed racist.
Not racist. Not heart touching. A stupid statement which makes no sense at all.
Jokes are meant to be funny on the first go round. I have read it several times and still do not get the punch line.
Knowing someone sitting on the bench finds a such a touching, inner meaning in such an inane statement is frightening.

Racist or not, a Federal Judge not having the sense to know what goes on the web, stays on the web (unless your name is obama) has no business on the bench.
If you don’t get the point to “you’re lucky that” as “it could be worse”, you’re either obtuse or purposely posturing as such.
It still works out as racist, if you emphasize her drunken stupor. The upshot being, that a white woman would have to be drunk to the point of passing out, to let a black man, or a dog, etc., have sex with her. The equating of miscegenation with bestiality persists.
The use of the word “luck” in fact emphasizes the randomness that resulted from her (in the joke) being blotto. And, of course, some outcomes of a drunken/drugged binge can be worse than others.
I see the left lives rent free in your head. Be sure to stay on the “racism” patrol.
Wrong, again. It doesn’t imply any such thing. It simply says put herself into a condition in which she could have done anything sexually. It says nothing about her preferences or interests.
I think you are arguing against your own case, but I'll leave it at that.
Again, the point of the joke was that there is no “why” to his being black. The point was that she was such a drugged/drunk skank that anybody or anything could have been the father. The punch line of the joke could have as easily have been “just be glad that you aren’t a broom-handle”. Please note also that I am not saying the the characterization of the mother in the joke is accurate.
