It costs money for the police to be called to break up this riot, as well as the loss of income and inventory to the merchants at the mall. It would be just if the rioters were compelled to pay back the law enforcement agency and the merchants through enforced contract labor, in other words, the chain gang.
They have no shame any more. Chain gangs are good only for the ones that are embarrassed to be there............
