The Federal Government is placing these things and all sorts of unpolice type weaponry all over the country for when the government feels it is time to use them against the citizenry. Most of the police forces in the country will answer Uncle Sam when they get the call to suppress. All sorts of political opposition have already been officially defined by JD as being potentially Terrorist.
