Charges Against Cape Canaveral Gun Conversion Maker Dropped (FL Ciener)

CAPE CANAVERAL, Fla. -- The Brevard County State Attorney's Office has dropped a felony charge this week against gun conversion manufacturer Jonathan A. Ciener.

The Brevard County Sheriff's Office raided Jonathan Arthur Ciener, Inc. located at 8700 Commerce Street in Cape Canaveral last November and charged Ciener with one count of scheme to defraud in an amount less than $20,000. (Image above)

Jonathan Arthur Ciener, Inc., is a company that sells gun conversion kits nationwide and advertises its kits on www.22lrconversions.com.

Ciener's attorney, Greg Eisenmenger of the Viera law firm Eisenmenger, Berry & Peters, P.A., told Brevard Times that the criminal charge was brought against Ciener after a few, but very vocal customers, had complained to law enforcement about not receiving merchandise after payment.

Eisenmenger said that his client was able to provide records to the State Attorney's office which demonstrated that thousands of orders had been filled and that the lengthy back orders represented less than 1 % of all orders.

Eisenmenger added that the money for the back orders was always kept in a separate account and not used for operating expenses while Ciener continued to process and ship a unique product that is in high demand.

I remember when this came out, and everyone wondered how Ciener could screw up. It seems it was a very small number of customer for very special orders.

At one time I had four AR-15 H-bars. Each came from Colt with a Ciener .22LR conversion kit. Since the H-bars had a 1 in 7 twist which is much faster than regular .22 rimfire barrels, I was surprised just how well they shot.

I suspect that spinning the bullet too fast is less harmful than too slow.

I believe there could be a lot of variables at play, preventing a blanket conclusion. Twist, combined with barrel length, bullet weight.... ect....ect. In other words, the tighter twist may NOT be ideal in every circumstance. You might have found one where it was.

Did you ever try the Aguila 60 grain subsonics? I've seen recommendations of a minimum 1 in 9" twist. On the other hand, there's a lot of lead exposed to gum things up.

I've been scouting around for an older .22 bolt with plans to reline the barrel specifically for this round.

I use a Ciener conversion stainless steel with my ARs. Before leaving the range I run four or five IMI 5.56 rounds down the barrel to clean out any ‘deposits’. Never had a problem and it allows for practicing with my HD optics and weapon weight.

But to be honest, I like the CMMG stainless kit better ... less jams and seem to handle the Blackdog mags better.

Always a wise move - the soft, unjacketed .22LR bullets shave lead into the rifle's gas port. If the .22LR bullets were really jacketed (like a .22WMR), this would not be a problem.

Most .22LR are 40 gr bullets. They are stable at 1:14. Heavier (longer) bullets need a faster spin. A 55 gr works better at 1:9. The 69 gr and 72 gr need the 1:7 rate for stability. A faster spin doesn't hurt except when you have a thinly gilded (plated) bullet. I've seen them spun too fast and literally disintegrate in flight. The powder charge behind the .22LR rimfire can't drive it hard enough to do that.

I’ve ordered a couple of Ciener’s kits (the Platinum Cup and the AR conversion) and never had an issue. He makes great products and in my experience he ships nice and fast.
