The world's lowest temperature was -89.2°C at Vostok Station, so the article's estimate of -90°C is pretty close.

At -40 they're equal.

I.e. -40F = -40C.

Vostok station holds the record for the lowest ever temperature recorded at the surface of the Earth (−89.2°C). http://www.antarctica.ac.uk/about_antarctica/geography/weather/temperatures.php So 66Cis not out of line.
