Not sure how they reached their decision but what does Obama’s PDF file certificate have to do, or show, regarding the citizenship of his father at the time of Obama’s birth - wherever it happened. Isn’t that the question before the court here? We’re beyond that other stuff and getting to the real crux of the matter with that question.
With that said, I know some people who work at the ISBE and to put it mildly and as nicely as possible; they aren’t the brightest bulbs in the string.
Eligibility is a super loser of an issue. It's a Grand Snipe Hunt that Marxist Obama and his minders want us to pursue. I fully acknowledge that the BC issue is likely legit, but the dark forces can fog this in the courts for decades.
A better issue exists!
That better issue is Marxist Obama has never released his full, complete, unxpurgated, unedited, and unscrubbed college transcripts (including his full name right there on the official and unmodified documents).

So it’s basically keyword bait-and-switch, and as zman states, abuse of an otherwise useful feature.
I cannot find the decisions on any of these cases on the site. It is not surprising. They probably used Amendment XIV along with the “he was born here” nonsense. This means all of the judges flunked grammar in grade school.
Your first statement is essentially correct, my FRiend (except the sarcastic "pathetic" adjective). Although not certain (I've heard compelling arguments by conservatives on both sides) I do know that Marxist Obama's judges can keep this matter unsettled for a decade or more; and his obedient peeps in the media can ridicule those who want a thorough investigation, turning right minded and good people, just like you into objects of derision during the campaign season.
I also know that the subject distracts from more promising investigations. What is Obama hiding? Did he fail, or even take Econ 101 A and B? Did he use an alias? Did he have any "issues" that would appear on his transcripts (academic probation comes to mind)?
And, if he is not forthcoming, then THAT is an issue.
I'm not saying that Marxist Obama is legally entitled to be president (I don't know). I'm saying that other issues would be more compelling to Joe and Josephine Sixpack, who can be led astray by the media on BC authenticity; but would feel that college records are reasonable things to know about a pres or pres candidate.
