I don’t know how long the ship has actually been sunk, but the wood has got to be in real bad shape. Maybe they plan to raise it in pieces and reassemble elsewhere. This should be an interesting project. I hope National Geo or History Channel does a documentary on it.

Victory is a massive massive ship and if anyone ever gets to England then it is worth a visit to Portsmouth to see these kind of fine war ships.

Not necessarily. Wood doesn't decay in the same way in anaerobic conditions. The much older Mary Rose, Henry VIII's flagship, was raised in a well-preserved state from the bed of soft silt in which she lay.
Depends how deep the water is there and what the bottom is like. If it sank into mud it might be very well conserved indeed.
