Because he is willing to be hated. There are very few people in the world who are so mercenary that they are willing to do a job even if the result is being hated by nearly everyone. Rove is hated by the left and the right with equal vehemence. He does his job as the RINO's hatchet man and in doing so allows the RINOs to keep their hands clean. In return he is very well compensated.

Because Romney’s weak. He has no base of support of his own, no core values or convictions that we know of, and no backbone on anything. The establishment knows they can pull the strings on him behind the scenes like a puppet and make him do whatever they want. Romney lets them have more power for themselves than any other candidate in the race. Santorum is probably the next weakest personality up there, which is one reason you haven’t seen the establishment come out with the knives for him as much as Newt.
