I heard a radio conversation on this topic last night. The first thought that came to my mind is that police force is not mentioned in the Constitution or the Amendments, and is therefore not a Federal responsibility. The responsibility is a function of local and state governments. We have city police, borough police and State Troopers. The Feds are CIA and FBI, and don't really come to mind when we speak about 'police.'

I found it very telling that he mentioned that there WERE NO “PROFESSIONAL POLICE” until a minimum of 50 years or so after the ratification of the Constitution.

That says a lot as it is.
