That would be Bush 3.0, but your points are otherwise correct. And B3.0 would be the only candidate easier for Obama to beat than Romney. Perry lacks the skill to overcome the characterization. He should stay in TX where the brand is recognized as a good governor.
Of all the candidates up where the one that is most like Bush, on policy, is Santorum, not Perry.
