In court, Kennedy testified that entering signatures into a database to look for duplicates could take eight extra weeks for his staff, and could cost $94,000 for software and outside help.

How much does a copy of MS Access cost? It can weed out dublicates and verify addresses against a database of known addresses. It should cost about $.10 per signature.

They should already have it. Under a previous admin, the entire state government in WI was instructed to use MS Office instead of various other products, such as Lotus, WorkPerfect, etc.
