| This corruption in the RPV is terrible for yet another reason... The Virgina rules are that if any one candidate gets over 50% of the votes, it is WINNER TAKE ALL. With ALL FOUR candidates that turned in >> 10,000 signatures (Gingrich, Perry, Paul, Romney), by 2008 rules, it most likely would have been a shared delegate count matching Virginia's preferences, OR maybe a small chance Gingrich might have won the WTA.
