The government alleged that Dennis Luverne Desender, 64, and an unidentified co-conspirator at Bixby lied to investors from 2006 through May 2011 to get them to put large amounts of money into the company.

U.S. Attorney B. Todd Jones complimented Bixby for doing “what is right” by accepting responsibility for the wrongdoing of its employees.
The agreement calls for Bixby to implement a compliance and ethics program designed to prevent and detect violations of securities laws. It also requires that it disclose to the government all information about the matter over the next two years.
