Recommending MORE taxpayer dollars to be funneled to benefit African-Americans (aka, Blacks), who can then join the Union, and pay Dues, to be funneled back to the DNC, so we can do it all over again.

“job training with job placement programs” Probably has some merit..but why not apprenticeships, on the job training, and the like? No redistribution required for those...
“and wage subsidies for employers.” So more faux economy...sectors that consume the productivity of others rather than creating value...
