Why would shutting down the TSA stop air travel?
Is Obama going to take over airports with the National Guard or shoot down airliners?

The Federal laws prevent travel without the security in place. Cutting down to fewer or no TSA agents means delays or no flights at all. By making it a Federal level responsibility, they added it to the weapons.
