In context, it sounds like he was commending the intent to try and craft policies that could lower costs. From a conservative POV, that could be he was wanting them to look at lowering barriers and removing regulations.
Unless they produce a letter of him suggesting how the government can get involved to improve healthcare, this is another unfounded accusation by opponents.

Somehow, I don’t think the poster was interested in the truth of the matter. The quote seems to urge consideration of the lack of medical care in rural areas in considerations made and is not the blessing of the plan that resulted from the considerations. But this, like many of the postings about Governor Perry seems to be embellished a good bit beyond the truth that it claims as support. The result is clearly distortion.
