I found that odd, but then I checked the rest of of the Maine State Police's Missing Persons website. They don't seem particularly concerned about photographs. More than half of the fifteen missing persons don't have pictured posted - and statistically, it's not going to be the case that no photo exists of nine or so of the individuals. They're not homeless people or runaways when you read the descriptions. The MSP just doesn't seem particularly concerned with posting photos.
