He ran for President of the United States in 1996, 2000, and 2008, and was a Republican nominee for the U.S. Senate in 1988, 1992, and 2004 and 2008. In the federal election held on November 4, 2008, Keyes received 47,694 votes nationally to finish seventh. About 86% (40,673) of the votes he received were cast in California (which is usually considered Dem country) so I guess I’’m confused.

At least you got that last part right. Third parties, or non endorsed Party candidates do not do well in Presidential elections. The Senate Runs were from Maryland and Illinois, just as I told you.
