Actually if their building is close to a highway and someone was bush-hogging near by, it probably came from there. The cut in the end looks like a blade mark.

"Brilliant Pebble projectile?" More like a piece of satellite that recently reentered the atmosphere and after some internal explosion. pieces where temporarily sent back into orbit.
