Just this past week I bought several different types of scrubber pads. I haven’t used one of the yet - am I going to die by having them in my house? Should I secure them in tin foil hats and mail them to the FDA? What do they do - warp into undead scrubber pads and eat my Yorkie puppy? Give me emergency directions right now.

Well, i hate to give you the bad news. But it turns out that each of what you refer to as a “scrubber” is actually an unregistered sound suppressor (silencer) for a pistol.
This violates the NFA and basically puts you in the category of people who own unregistered machine guns.

Recent ATF ruling.
