No, you’re wrong. The liberal, Soros-funded, Texas Tribune said that Perry “twisted arms” in the Senate to get the Bill passed. Also, it went down to the last minute in the 120 day Regular Session and then the Governor added it to the call for the 30 day Special Session.
The Governor hosted the wife of a slain Houston police officer, and made several attempts to pressure the Speaker to move the Bill in the House.
At the last minute in the Special Session, some other, very Conservative leaders like Steve Hotze and Norm Adams came out against the Bill for reasons of their own.
