Could you please show me where Cain says to allow the states to give illegals amnesty?
It appears to me he says that the states have to do what the federal law requires. The federal law does not allow amnesty. The federal law allows for deportation.
But then I guess you are one of those who is afraid of deporting them and would rather ignore that fact.

Read his quote about letting the states decide whether or not to give them citizenship, legal status, or deport them.
He’s fine with it as long as it is not done by the federal government.
